Apparently it’s only ballots? There’s updated rules on the consulate website.

I’ve been told that US-bound letter mail service hasn’t been normal for months at this point, so maybe this is less unusual that it seems. (I wondered if it was maybe a response to the USPS being, you know… partially dismantled recently.)
